その他の乗船者とは何ですか？
What about Other Persons?
「その他の乗船者」とは、「船員」に準ずる者であつて下記に掲げる者をいいます。
“Other Persons” refers to persons equivalent to “Crew” and listed below.
(i)船舶所有者等
当該船舶の管理のため乗船する船舶所有者(船舶管理人及び船舶借入人を含む。)。
この場合において、この者が法人の場合は、その役員とする。
(ii) 貨物等の監視業務等に従事する者
貨物付添人、フェリーにおいて専ら貨物固縛に従事する者、畜養漁業用の生け簀を曳航する作業船において専ら生け簀（す）の監視又は管理業務に従事する者、海上保安庁による投票箱等の運送支援における付添人
(iii) 乗船する船舶の使用目的のために必要な業務(当該業務のために行う待機を含む。)に従事する者
警備、保安、試験、研究、消防、清掃、油防除作業、ケーブルの敷設、サルベージ若しくは医療に係る業務を遂行するために使用する船舶に当該業務を遂行するために乗船する者、国若しくは地方公共団体の職員であつて船内において業務に従事する者、船内に設置された売店等の施設において勤務する者又は乗船する船舶で当該船舶の使用目的のために必要な業務を遂行するために離陸若しくは着陸するヘリコプター等の運用のために必要な者
(iv) 法令等に基づき乗船する者
税関職員、検疫官その他の船内において法令（条例を含む。）又は国際条約に基づく業務に従事する者
(v) 国際条約で定める要件に適合して乗船する者
附属書[3]3.(3)に掲げる要件を満たす者であつて船舶安全法施行規則第13 条の７に規定する産業人員等運送船に産業人員として乗船する者又は2008 特殊目的船コード（MSC.266(84)）1.3.11 に規定する特殊乗船者であつて同コードの要件に適合する船舶に乗船する者
(vi)船舶、船舶用機関又は船舶用品の製造又は修繕をする事業を営む者又はその関係者であつて、乗船する船舶又は当該船舶に係る物
件の製造、改造又は整備のために臨時に短期間乗船する者
(vii) 練習船等における実習者
公的機関が所有する練習船に乗船する実習生、公的機関が交付した就業体験に関する実施証明書を受有している者、船舶職員及び小
型船舶操縦者法（昭和26 年法律第149 号）第17 条の19 により準用する同法第17 条の６の規定に基づき届け出られた船舶において特定の実習課程を受ける者又は海技教育機構の練習船による実習に代わるものとして導入される社船実習が満たすべき基準に従い、国土交通省海事局が確認した船舶を用いて本邦船舶運航事業者が実施する乗船実習を受けるために乗船する者

はい。ルールが存在します。運輸局が発行する証書のローマ字表記のルールは、船舶法及び関係法令ガイダンス. 2015,一般社団法人日本海事代理士会, p. 184-187で確認できます。その中で、都道府県名や市町村名の表記には注意が必要です。都道府県区分の「-to」「-fu」「-ken」は、ローマ字表記では省略できます。政令指定都市の場合は、都道府県名と「-Shi」も省略できます。

運輸局が発行する電子証書と紙証書の違いは、国交省令和5年2月10日事務連絡で確認できます。主な違いは、電子データ（PDF）がオリジナルであること、証書のフッターに国交省が運用している専用の検証サイトへのリンクが貼られたURLおよびQR Codeが表示されていることなどです。

The Continuous Synopsis Record is treated as attached documents to the Ship Inspection Memorandums (Ship Safety Law), so it is recommended to keep them together. The Continuous Synopsis Record must be kept together with all pages issued by the flag state from the past to the present.
船舶検査手帳は、どのような場合に書換えすべきですか？
In what cases should the Ship Inspection Memorandums be renewed?
船舶検査手帳は、船舶検査手帳及び附属資料（紙発行の場合、オレンジ色のファイル）と海洋汚染等防止検査手帳（紙発行の場合、緑色のファイル）の2種類が存在します。船名、船籍港、船舶所有者などの記載事項を変更しようとする場合、または、その記載事項に変更を生じた場合は、運輸局に対して、すみやかに書換申請しなければなりません。
There are two types of Ship Inspection Memorandums: the Ship Inspection Memorandums (Ship Safety Law) which is orange file if issued on paper and the Ship Inspection Memorandums (Law relating the Prevention of Marine Pollution, Air Pollution and Maritime Disaster) which is green file if issued on paper. If you wish to change the ship name, port of registration, ship owner, etc., or if any changes occur, you must promptly apply for a renewal to JG.

貨物船安全証書の有効期間が切れそうなとき、どうすれば延長できますか？
How can I extend the validity of Cargo Ship Safety Certificate when it is about to expire?
貨物船安全証書とは、船級協会が発行する船舶の安全性や適合性を証明する証書のことです。安全証書には、有効期間が定められており、その期間内に定期検査を受けて更新する必要があります。しかし、場合によっては、有効期間内に定期検査を受けることができないこともあります。このような場合は、運輸局に対して、有効期間延長申請することにより安全証書の有効期間を最大3ヶ月延長することができます。 ※船級協会が発行する証書ですが、有効期間延長の申請先は、運輸局となります。
The Cargo Ship Safety Certificate is issued by a classification society that certifies the safety and suitability of a vessel. The Cargo Ship Safety Certificate has a fixed validity period, and must be renewed through Special Survey within that period. However, in some cases, it may not be possible to undergo Special Survey within the validity period. In such cases, the validity period of the Cargo Ship Safety Certificate can be extended by up to 3 months by applying to JG for an extension of the validity period.*Although the Cargo Ship Safety Certificate is issued by a classification society, applications for extension of the validity period should be made to JG.
国際海上固体ばら積み貨物コード（IMSBCコード）が改正されたとき、本船に積載可能な貨物一覧表はどうなりますか？
When the International Maritime Solid Bulk Cargo Code (IMSBC Code) is revised, what will happen to the list of cargoes can be carried by the ship?
IMSBCコードとは、固体ばら積み貨物の海上運送に関する国際的な安全規則です。IMSBCコードは、2年ごとに改正されます。改正されたIMSBCコードには、新たに追加された貨物や変更された運送要件が記載されています。本船に積載可能な貨物一覧表は、IMSBCコードの改正に合わせて更新する必要があります。また、本船に積載可能な貨物一覧表は、 運輸局が発行する船舶検査証書および免除証書の別紙として扱われますので、運輸局に対して、それぞれの証書の書換申請が必要となります。
The IMSBC Code is an international safety regulation for the carriage of solid bulk cargo at sea. The IMSBC Code is revised every two years. The revised IMSBC Code includes new cargo and changed carriage requirements. The list of cargoes can be carried by the ship must be updated in accordance with the amendments to the IMSBC Code. In addition, the list of cargoes can be carried by the ship is treated as an Attached Sheets to the ship inspection certificate and exemption certificate issued by JG, so it is necessary to apply for a renewal of each certificate to JG.
