What about Other Persons?
“Other Persons” refers to persons equivalent to “Crew” and listed below.
(i) Shipowners, etc.
Shipowners (including ship managers and charterers) who board the vessel for the purpose of managing the vessel.
In cases where such persons are corporations, this shall mean their officers.
(ii) Persons engaged in cargo monitoring and related duties
Cargo attendants, persons exclusively engaged in cargo lashing on ferries, persons exclusively engaged in monitoring or managing fish cages on workboats towing aquaculture cages, and attendants accompanying the transport of ballot boxes, etc. under the support of the Japan Coast Guard.
(iii) Persons engaged in duties necessary for the intended use of the vessel (including standby for such duties)
Persons boarding vessels used for security, safety, testing, research, firefighting, cleaning, oil pollution response, cable laying, salvage, or medical services in order to perform such duties; national or local government officials engaged in duties on board; persons working in facilities such as shops installed on board; and persons necessary for the operation of helicopters, etc. taking off or landing from the vessel in order to carry out duties required for the intended use of the vessel.
(iv) Persons boarding pursuant to laws and regulations
Customs officers, quarantine officers, and other persons engaged in duties on board pursuant to laws (including ordinances) or international treaties.
(v) Persons boarding in conformity with requirements stipulated by international treaties
Persons meeting the requirements set forth in Annex [3] 3.(3), who board as industrial personnel on vessels for the carriage of industrial personnel as prescribed in Article 13-7 of the Ship Safety Law Enforcement Regulations, or persons defined as “special personnel” under the 2008 Special Purpose Ship Code (MSC.266(84) 1.3.11) who board vessels conforming to the requirements of said Code.
(vi) Persons engaged in the business of manufacturing or repairing ships, marine engines, or ship equipment, or related persons
Persons who temporarily board for a short period for the purpose of manufacturing, modification, or maintenance of the vessel or related items.
(vii) Trainees on training ships, etc.
Trainees boarding training ships owned by public institutions; persons holding certificates issued by public institutions regarding work experience programs; persons receiving specific training courses on vessels notified pursuant to Article 17-6 of the Small Vessel Operator Act (Act No.149 of 1951) as applied mutatis mutandis under Article 17-19 of the same Act; or persons boarding vessels confirmed by the Maritime Bureau of the Ministry of Land, Infrastructure, Transport and Tourism to meet the standards required for company-based training introduced as an alternative to training on training ships of the Marine Technical College, in order to receive shipboard training conducted by Japanese ship operators.

Are the documents contained in the Ship Inspection Memorandums prepared in accordance with the requirements of international conventions?
No. Documents contained in the Ship Inspection Memorandums are required by Japanese domestic laws and are not relevant to the requirements of international conventions.
How can I extend the validity of Cargo Ship Safety Certificate when it is about to expire?
The Cargo Ship Safety Certificate is issued by a classification society that certifies the safety and suitability of a vessel. The Cargo Ship Safety Certificate has a fixed validity period, and must be renewed through Special Survey within that period. However, in some cases, it may not be possible to undergo Special Survey within the validity period. In such cases, the validity period of the Cargo Ship Safety Certificate can be extended by up to 3 months by applying to JG for an extension of the validity period.*Although the Cargo Ship Safety Certificate is issued by a classification society, applications for extension of the validity period should be made to JG.
When the International Maritime Solid Bulk Cargo Code (IMSBC Code) is revised, what will happen to the list of cargoes can be carried by the ship?
The IMSBC Code is an international safety regulation for the carriage of solid bulk cargo at sea. The IMSBC Code is revised every two years.
