Non-propelled Vessels do not have Ship Inspection Certificate in principle. However, Self Elevating Platform Barges (SEP Barges) are classified as special ships under the Ship Safety Law, and are subject to ship inspection, so they need to obtain Ship Inspection Certificate. Self Elevating Platform Barges (SEP Barges) have to provide the ship inspector with the necessary documents to operate the ship properly when they undergo ship inspection.
Non-propelled Vessels are exempted from the application of radio telegraphy and other facilities in principle. However, Self Elevating Platform Barges (SEP Barges) are classified as special ships under the Ship Safety Law, so they have to apply for radio facility exemption and obtain permission from the maritime authorities, otherwise they will not be exempted from radio telegraphy and other facilities.
Non-propelled Vessels are ships subject to Article 20 of the Ship Law, so they are not registered as ships, do not have Official Number and Signal Letters, and do not have Certificate of Vessel's Nationality. However, if they intend to engage in the construction of floating marine structures or the exploration of the seabed geology in the inland waters or territorial waters of Japan, they can apply for a Certificate of Japanese Vessel, voluntarily, in order to comply with the cabotage system.
Non-propelled Vessels are ships subject to Article 20 of the Ship Law, so they are not obliged to conduct measurement, and do not have documents to prove their tonnage. For example, if they want to sell or dismantle overseas, they can apply for measurement voluntarily, in order to obtain an International Tonnage Certificate (1969) for the reason of engaging in international navigation.
